If there are any communal areas within your building then the answer is yes.  A fire risk assessment is required for these communal areas which typically involve an entrance lobby areas and single timber staircase to the first floors and above.  The flat entrance doors lead off these lobby areas and form part of the assessment.

The reason for the assessment is to try to ensure that a fire in a flat will not have an impact on other parts of the building (communal areas and neighbouring flats) so will need to inspect at least one flat entrance door, determine whether a fire alarm system is required as well as emergency lighting.

This all depends on the buildings type, age, number of floors and construction.
